Not sure why it says 33% for spawn rate. In old live EQ and in p1999 it is a rare spawn. 1 pop in 2 hours is to be expected. At a 24 min zone timer that is more like a 16% spawn possibility. Cloak is his rare (in desc it says both cloak and potion are common).
