"Player" and "Character" are not the same thing. A player typically has multiple characters. Does that mean that the same "Player" can roll on an alt "Character" parked at the ring 8 roll or must the /random 1000 roll be on the same "Character" that does the ring 8 roll must also be the same "Character" to loot the chief's head for ring 8 turn in?
