Found him at the coordinates specified. i sat here for about 45 minutes invis at level 17. I finally got bored and annoyed that this snake kept forcing me to be invis in that spot. I killed the snake. Flotsam spawned on my head about 2 minutes later.

Place holder is "a sandbar serpent" - respawn timer is 2 minutes.
