Spawns in middle of fountain underwater in the area near bank and Lord Pickclaw spot.
Spawn Location is in the room at -17, -8 on the fourth level of Runnyeye Citadel. ~28 Min Respawn.
He remains, to this day, the dankest of the goblins in Runnyeye.
