I'm not sure how much of this is relevant but I will begin to play around with sneaks mechanics some.

Here is some knowledge i've found.. it needs to be gone through .. made relevant to P99.. then added to the article.

Hide-Sneak in P1999 is more forgiving than is listed here; in March 2015, you could still walk past see-invis mobs without fear of detection as long as they don't have see-hide. The greater kobolds in Naggy's Lair see thru the Hide portion of the Hide & Sneak. I successfully hid and sneak. The kobolds facing me were aggro, but not the ones facing the other way.
