Main page says it has a 6.5 sec recast time, but in fact it is immediately available when the global spell cooldown occurs, and casts with no spell recast timer issues. Have not tested with a GCD item to see if it's truly 0 recast time, or if it has a negligible recast timer. Either way, recast timer is not currently 6.5 on Blue (1/15/2024).

Unclear if this is working as intended or not.
