i was able to get the quest items but it took me a long time, but if you stick with it you can get both pieces within 2 weeks.
with spawns every 3 hours and 12 minutes, i was able to get the undead grimrot to spawn within 1 week (7 days) of straight camping.
the undead grimrot is about the same spawn rate as the ancient cyclops in oot, but the ph spawn is 3 hours and 12 minutes vs the oot ancient cyclops which is 6 minutes 40 seconds.
the live lord grimrot has what seems like a much higher possibility to spawn vs undead lord grimrot.

during my on and off again relationship with the lord grimrot camp, i was able to get the live lord grimrot 3 times over a span of ~2 months.
i was not consistent nor did i try to keep a timer for the camp. often others had taken the camp as i either did not stay logged in or was very afk.
try to keep your self busy with killing the local skeletons to improve your faction so that you don't have to do the gold faction quest in qeynos so you don't lose your items.
i would also suggest a significant other help with just keeping an eye on the camp as chatting in local can lead to plat donations for rezzing.

all in all, it's just time consuming and requires dedication to see it though. as a 51 cleric i was able to 2 shot undead lord grimrot.
working and the camp don't mix, i took a 2 week vacation and during that time undead grimrot spawned.
