Yeah, but so is Pacify. At least according to the Wiki, it has a a max level of 55, but Pacify will land on a cliff golem. I honestly take most of what the wiki says with a grain of salt. Some NPCs are simply immune to certain spells. I have landed a fear spell on a level 60 before.
