Some tips to accomplish this:
* You don't actually need to have enduring breath. If you simply swim straight up, and continue to do so, after a couple seconds your breath will refill
* All of the ice goblins flee when at low health. Unless you have a swimming skill of 100, or a high level speed buff, you will never catch them. Instead, fight them on the surface of the ice and you will not regret it
